Donald “Doc” O’Connell

Lexington Park, MD Operations Manager

Doc O’Connell, a native of Baltimore, Maryland, graduated from Denison University, Granville, Ohio with a Bachelor’s Degree in Economics. He entered the Navy in 1967 and following Aviation Officer Candidate School and flight training he was designated a Naval Aviator in 1969. His first tour of duty was with Helicopter Attack Light Squadron Three (HAL 3) in South Viet Nam in the Mekong Delta flying “Huey” Gunships. He subsequently served in three Helicopter Anti-Submarine Warfare Light (HSL) Squadrons for two sea tours and two shore tours flying the Light Airborne Multi-Purpose System (LAMPS) MK I SH-2F aircraft. His final tours of duty were at the Naval Air Systems Command (NAVAIR), first as the Class Desk and then as the Deputy Program Manager for the LAMPS MK I Program. During his naval career he graduated from the Naval War College and the Defense Systems Management College Program Management Course and earned an MS in Systems Management from the University of Southern California.

In 1988 Doc joined D.P. Associates Inc. and for the next 21 years served as Program Manager for various NAVAIR and Program Office contractor support services contracts providing program, technical, engineering, financial and administrative support. The contracts included Vertical Flight Engineering Division, Weapons Engineering Division, Unmanned Aerial Vehicles (UAVs), Aerial Targets and Decoys, Advanced Tactical Aircraft Protection Systems (ATAPS), and SH-2F/G, SH/HH-60B/F/J/S/R and H-53D/E Helicopter Programs.

In 2009 Doc joined Synectic Solutions as the Program Manager for the PMA-208 Aerial Target and Decoy Systems contract. Subsequently he assumed additional duties as the Program Manager for the AIR-6.6.3 Weapons Logistics contract and as the Lexington Park Site Manager.
